The City Electrical Engineer (Mr. E. G. Okell) said the edge of the trench was about a foot from the wall. He did not know it was intended to cut the trench much Bearer to the wall where the acci 9.dent occurred.
The City Engineer and Surveyor aid he had received no, complaint about the wall. Since the accident he found that there was no founda- tion to it. He could not say from external observation that the wall was unaufe. It was not the type that would be built as a retaining b.wall nowadays.
