Mutual Consent.
The Treaty of 1890 has once been declared null and void by the National Government, but the Japanese Government have taken the line that the Treaty cannot be terminated except by mutual con- sent and by due notice under the terms of the Treaty.
The Foreign Office this morning has issued the texts of two Notes exchanged between Dr. C. T. Wang and Mr. Yoshizawa, concerning the question of revision.
The Note from Japan is dated April 27th, and it opens by ex- plaining in considerable detail, the Japanese stand that the old Treaty must remain valid until a new Trunty has been concluded.
