MAGISTRATE AND HIS CHANGED NAME.
London, Feb. 11. "This man changed his name and his appearance. I cannot shut my oyes to that. I must refusa bail." Mr. Bingley, the Marlborough- street magistrate, made this re mark on Saturday, when Charles Albert Brandreth, 50, formerly managing director of Ner-Sag, Ltd., appeared before him on remand charged with converting £43,087 belonging to the company to his
own use.
Only one witness was called. Mr. C. M. Price, a bank official, produced coples of the accounts of Ner-Sag, Ltd., Mr. Brandreth, and 4 company called Soatings, Ltd.
Mr. Frampton, representing Brandreth, then renowed his ap plication for bail. He said Brand- reth's answer to this charge was that it was a matter of accounts bo- tween himself and the company."
"Although," he continued, the sum mentioned is £43,000, this "gentleman's holding in the company to-day, at the present price of the shares, far exceeds the sum of £43,000. There is no question of any loss to the company.
"Brandreth has been suffering very seriously in health, and has been under treatment in Brixton Prison. I therefore ask for ball, agreeing that the sureties should be substantial."
Mr. Roome (for Ner-Sng, Ltd): It may well be that he has a very large folding in the shares of the company. But this is not a quas- tion of the accounts. It is a caso of fraudulently converting to his own use £43,000,
"Brandreth was interrogated on December 22 with regard to this sum of money which he had drawn from the company's bankin- ac- count. He said he was unable to remember for what purpose he had drawn it."

the sum of £54,000,
- Mr. Rooma added that when Brandreth was asked to explain matters at a meeting he falled to attend. He bought a house for £6,000 in the name of "3. Gordon Bell," and described himself as an engineer from California. He paid a £500 deposit in Treasury notes.
In that house he lived under the assumed name. Ho altered his ap- pearance by shaving off his moust ache, and in the submissfon, of the prosecution life intention was tọ ns- sume a new character and identity In order that Charles Albert Brand- reth should disappear, and that J. Gordon Bell should come to life.
He also had a large sum of money in his possession when arrested.
Mr. Framnton submitted that it) was nonsense to talk about fraudu- lently drawing a cheque. Brand- reth had consulted his solicitor as to whether he should deposit the £64,000, and the sollecitor had ad- vloed him that he should first be satisfied that he was Indebted to this amount.

The report deals with the Diplomatic Conference on Safely of Life at Sea which will meet in London in the spring. It re emphasised that the endeavour of the members of the Association has always been to provide " Vossola of the highest types, capable, with skilful navigation, of facing and overcoming the dangers of the sea. In a reference to Government restriction it is affirmed that the Association "has always urged upon the Board of Trade the danger of penning in the British Mercantile Marine by unnecessary restrictions which can only end in hampering, im- provement. In shipping there is no finality, and the shipowner and shipbuilder are constantly striving to improve upon the past. The risk of over-standardisation through State control is that the Incentive to improve, will be lessened and success in improve- ment impeded."
