Tokyo, Feb. 14. The question of naval construc- tion bulked largely in the proceed ings of the Budget Committee. THE STATUS OF CHINESE IN INDO-CHINA.

Shanghal, Feb. 14. The seventh meeting has taken place of the French and Chinese representatives on the Indo-China question. The Chinese delegates insisted that Chinese in Indo- China should be given the anme privileges as.ether nationalities, but the French Government has not yet agreed to the request.

The French Government desire French Consulate at Yunnan, but the Chinese Government have intimated they can only agree to a Commissary of foreign affairs.
