NEARLY £400,000,000 FOR SOCIAL SERVICES.

HOW THE MONEY IS RAISED.

Once a year ratepayers and tax- payers have an opportunity of dis- covering how much the so-called "Social" Services cost them and how the money is expended. How many-they all grumble when do- mand notes come in-take the trouble to find out how their money goes? Probably very few, though the cost is always increas- ing.

A White Paper just issued shows the expenditure for 1927, "so far as particulars are avail- able," to be £335,678,632 in Eng- lund and Wales, and £47,581,854 in Scotinhd--a total of £383,260,- 486. In 1911 the total was £63,-) 077,561, and in 1921 £306,747,770.

This enormous increase, was of) course due to war pensions, which in 1921 amounted to £100,949,281. This liability had been reduced by! 1927 to £60,203,386. Yet in spite of this great decrease of some £40,000,000, the cost of all "social" services has been increased by more than £70,000,000.

Comparing 1927 with 1921, one finds that on unemployment insur- ance some £36,000,000 more has been spent; on National Health In- |surance,£10,000,000; on old age pensions, £9,000,000; and on poor law relief nearly £18,000,000. Then there are new charges such ns that of £6,624,000 for widows, orphens, and old age contribu- tory pensions, the cost of which) for last year (1928) is estimated, at £10,590,000.

Where does all this money come} from? In 1927 £96,967,826 was raised from the rates, and £174,- |446,118 from taxes, The balance was raised by contributions to the various insurance schemes by em-) ployers and workpeople, and fees of various sorts.

It is understood that the Balfour Committees on Trade and Com- merce, appointed by Mr. Ramsay MacDonald when he was Prime Minister, will present its final, report and recommendations to the Cabinet shortly,
