YEAR'S FINANCES.

His Excellency the Governor (Slr Cecil Clementi, K.C.M.G.), in a speech at a meeting of the Legislative Counell yesterday, welcomed the four new members and gave some interesting figures of the Colony's financial position. On January 1, 1928, the balance at credit of the Colony's Surplus and Deficit Account was $3,985,761. The expenditure for. last year was estimated to be $22,183,045, but în point of fact only $21,012,765 was spent. The Government last year budgeted for a revenue of $20,103,390, but actually collected a revenue of $22,898,017. This year com- menced with a credit balance of $7,801,972, un Increase of $3,819,- 211 over the figures of twelve months ago,

A resolution moved by the Senior Unofficial member was unanimously approved advocating the joining up of the Shing Mun water scheme with the water system of the Island by means of a harbour pipe line capable of being completed in the course of this year and the construction of the bye-wash reservoir below the present Kowloon 'Reservoir.

A Desirable Measure,

The Brat part of the motion deals with the imperative neces- wity for the Shing Mun Water scheme being joined up with the water system of the Island of Hongkong by means of a pipe laid across the bed of the Har- bour.

...

This is obviously a desirable measure, seeing that the Kowloon side has water to spare over and above its present requirements, and, as the matter of water relief

within the Kowloon Tong area. When water did come, it only came in driblets. Subscribers to the Kowloon Tong scheme havo beon clamouring for "Water, water, and yet more water" in a dry district of the Colony not by virtue of a pro- hibition law but by reason of an arrangement which does not fune- tion to entire satisfaction. This is a matter of such great importanto to public health that I feel that all that is needed for my "constituenta" at Kowloon Tong is to bring it to the notice of Your Excellency in
