The main difficulty to-day, he said, was that ships nover spent long enough in port to enable the men to have practice in lifeboat work. It was hard to see how things could be improved short of a Board of Trade Order that prac- tice should take place frequently, when the companies would have to make some arrangements even if it meant another day in port.
He recalled a recent'statement by the senior examiner for musters and males have had to examine candidates from John o'Groats to Land's End, and while I have found them better down South, I say without hesitation that they are all shockingly bad. I frequently find candidates pass the other parts of their examination with ease, but when asked how they would handle a lug-mail boat under certain con- ditions they are completely baffled..
