FUTURE MOVEMENTS NOT SETTLED

Now that the Staff Hoad- quarters, of which he is the chief, have been well established and other worka going on well, he took the opportunity to come back to attend the many important affairs in the South also.

The Marshal admitted that ho was going back to Nanking again shortly, but was not able to tell exactly when, probably one month from now. Of the many import ant things that need his attention in Canton, the first one is of course the reduction of the army forces, Marshal Li told your cor- respondent that he is one of the strongest supporters of the gen- oral army reduction programme re- cently adopted by the Central Gov- arnment. Ho believes, however, that while trying to roduce the army the problem of efficient mili tary strength for local defence ahould be considered at the same time. Kwangtung's scale of army reduction will be fixed therefore in compliance with the local need. This does not mean that he insists on leaving a large army which will be auporfluous and a waste of the public money. In these days of reconstruction, Marshal Id says that public money should be best spent or local reconstruction.

The Provincial Government. With regard to the question of the Chairmanship of the Kwang- Lung Provincial Government which Marahal Ld kolds concurrently, the Marshal, said it is quite true that he is,arixious to resign from the position and recommends General Chan Ming-shu as his successor. Although so far General Chan has not yet definitely expressed his opinion, he believes that it is quite probable that General Chan will Recept.

When the chairmanship of the Provincial Government is given to General Chan, the Marshal will remain in his position as Choir- man of the Canton Political Coun- cil. As to whether such a Council should continue to exist, which has been a question of debate in Nan- king, Marahai Li declares ho will obey the instructions of Nan- king. At present, Marshal L, ex- plained, the commissioners up there differ in opinión with regard to this. One section objects to the continuance and the other strongly supports it. He himself think that this Council is still a necessity to facilitate the govern- ment and military administrations.
