GASOLINE TAX. Fairest Yet Devised..
Madison, Wis., Sept. 28.-The gasoline tax is the fairest plan yet devised for financing road con- struction, according to Solomon Levitan, state treasurer of Wiscon- Rin.
Levitan is vice president of the North American Gasoline Tax Con- ference, meeting at Memphis, Tenn., this year.
"The rasoline tax," he says, "has accomplished more toward the con- struction of good roads throughout the nation than any other factor. Since ancient days goud roads have been one of the evidences of a pro- gressive civilization and good goy- crnment."
But the co-operation of all branches of government' is needed to make possible a nationwide sys- tem like that being built up in this country, Levitan insists.
"With the extensive travel by au- tomobiles these days, highways hould be planned so they are con- tinuous from stato to slate, This course, has been followed to some extent but not constantly.
Too many of our highways are a patch- work of several miles of concrete leading to some small town, and from there on a number of miles of bid road that is likely to be impassable In atormy weather.
"The financing of road construc- tion by means of the gasoline tax is the most equitable, plan yet de vised. It eliminates the necessity of bonding the cominunity for this purpose and places the burden of coat on those who reap the direct benefits of good roads,"
"Every automobile owner realizes that good roads save mors in the wear and tear on a car than the gas tax he pays amounts to in a year."
