FINES ON A PROGRESSIVE SCALE INSTITUTED.

CLEANER STREETS.

The Canton Bureau of Public

Safety has issued a notification to the public announcing that the practice of dumping refuse and dirt on to the roadways le a con- travention of municipal regula tlons, and such practice must be stopped on pain of penalties on a sliding scale. strongly condemned, particularly from the public health point of view, but it is a practice that has prevailed for ages past although for some yours now the authorities have made several attempts to educate the public to drop such a Althy habit.

Anyone discovered dumping rubbish into the streets hereafter will be fined fifty cents for the first offence, one dollar for the second occasion, two dollars for the third repetition, and five
