The Disarmament Problem.

London, Aug. 11.

Mr. Bridgeman, In a speech at Hellfield, Yorkshire, said that Mr. Kellogg's proposal for a pact was almost exnetly the same thing in principle as Britain had proposed at Geneva a year ago, namely that they should consider aggressive warfare entirely out of court and come to agreement on what each country wanted for its own self- defence. It was a very long step' in the right direction.
