Paris, May 3, M. Edouard Rigal, whose successful demonstration of how to win at roulette was reported in the Morning Post of April 20, gave another display of his skill last night, when he made a public wager of 5,000 francs that with a capital of 4,000 francs he would play for three hours and not lose, undertaking further to stake on every turn of the wheel. A large number of players from Monte Carlo, San Sebastian, Ostend, and San Remo assembled to witness the test.

Paris, May 3. The Governor of the Bank of France, M. Moreau, has left for Berlin to confer with Herr Schacht, President of the German State Bank, The impression prevalls here that important financial opera- tions are at present being discussed chiefly at Paris, of which the stabilisation of the French frane, and the Roumanian lei are by no means the only toples. -

The recent meeting at the Bank of France of delegates from all the leading banks of Europe and America, coinciding with the visit| of M. Moreau to London and New York, and Mr. Parker Gilbert to Paris and Rome, lends colour to this supposition.

It is notified for information that the via Wireless rate to EUROPE has been reduced to $1.65 per word. The rate to the Dutch East Indica has been reduced from $1.00 to 90 cents per word as from April 25th, 1928.

Telegraphic Addresses-Persons and firms having correspondents, in the places named above should in order to avoid delay to telegrams received by radio register their telegraphic address immediately.

A direct service to Yunnan Province was opened 20th April, 1928. The inclusive charge will be 60 cents per word; no charge wil bo collected from the addressed in Yunnan. The service is, however, llable to interruption owing to atmospheric disturbances and messages are accepted at sender's, risk.
