The suggestion that Japan intends to establish a Protector- ate over Manchuria is seriously entertained in diplomatic circles in Peking, the opinion being based upon the declaration of policy issued by the Japanese Government to Marshals Chaug Tao-lin, Chiang Kai-shek, Feng Yu-hsiang and Yen Hsi-shan.

While the statement is couched in somewhat vague language, the Chinese are most suspicious of Japan's intentions, and foreign circles are inclined to believe the implication of the Protectorate exists.
