It transpires that when Mr. | MacMurray and General Hwang Fu met at Shanghai on February 26 both expressed an earnest de- sire to settle the Nanking incident and authorised Consul General

Cunningham and Dr. G. Zay Wood, the chief of the American and European section of the Nation- alist Foreign Ministry, to take up preliminary negotiations, with the result that after a month's work, the ground work was ready when Mr. MacMurray returned from his Yangisse trip, and after two sea- slons Mr. MacMurray and Gen- eral Hwang Fu agreed to the drafts, after which the Notes were drawn up and signed on March 80.

Careful perusal bears out the opinion in the Legations at Peking that the successful outcome of the negotiations is in the nature of a personal triumph for Mr. Mac-) Murray-Reuter.
