Hankow, Feb. 21. What looked like developing into an unpleasant incident occurred on Sunday afternoon when a tug belonging to Messrs. Butterfield and Swire, engaged in towing two lighters of oll from the Standard Oll Company's lower installation, was boarded by a party who stated that they represented the Oil Tax Bureau and derhanded that tho movement of the oil should cease.
