EXTORTION BY TENANTS.
CASE AFFECTING OVER A MILLION PEOPLE.
SATURDAY, FEBRUARY 25, 1928.
SHARE-PUSHER WRITES
A LETTER
THE SILVER TONGUE' TARNISHED.
They are exercising extraor dinary care in the hope of cloaking their activities and are endeavour- ing to make appointments with people before calling upon them
The extortionate practices of Despite the precautions of the somo statutory tenants under the Home Office a number of American Kent Restriction- Act were com-share-pushers, or white-collar monted upon by Lord Justice bandits as they are called in their Scrutton in the Court of Appeal, own country, are again in London. in the case in which Mr. William Russell, a sub-tenant of Eve-road, Isleworth, claims that the land- lord has no power to eject him. The statutory tenant, Mr. Jamie son, from whom. Mr. Russell ob- tained his sub-tenancy, has been ejected for non-payment of rent.
The Appeal was heard by Lords Justices Scrutton and Sargant and Mr. Justice Eve.
Mr. Doughty, K.C., proceeding with his argument for Mr. Russell said that sub-letting had grown to an enormous volume of business, The County Court Judges and their unhappy registrars were occupied to the extent of from one quarter to one-third of their time in apportioning rents payable to statutory tenants, That was going on all over the country.
Lord Justice Scratton-That is because the statutory tenant who was staying on against the will of his landlord promptly made, as much profit na he could. Having denounced his landlord for extor tion, he himself proceeded to make as much as he could.
Mr. Doughty-My sympathies go (out to Mr. Jamieson, who was so shocked at the reduction of rent from his sub-tenant that he knock ed the latter down. (Laughter.)
Subtleties of Provisions, Lord Justice Scrutton There was a case in which the Court held that because a landlord had not actually gone into possession the house remained controlled though the tenant had gone out.
Mr. Doughty There is likely to be a large number of cases on this paint when tenants discover the subtleties of these provisions. Many landlords re-let houses after getting rid of statutory tenants without themselves going into, physical possession.
This is proving their undoing. The making of appointments with people in distant parts of the coun- try entails written communications, and the letters which some of these share-pushers aro inditing are epistles of which the average Lon- don guttersnipe would be ashamed. These bandita may be possessed of silvern tongues and the ability to "hocus" unsuspecting people with the charm of their voices, but judg- ing from a letter which has reached The Daily Mail they are actually men of the meanest intelligence.
The following is an exact copy of a letter from a man who signs him- self "Wm. Rawlings Jun." to a reader of The Daily Mail in the Western Midlands.
The Letter.
It is addressed from a West End hotel and is written on the printed notepaper of the International Mines Co., Ltd.. of Winnemucca, Nevada. It rende.
Dear Mr.-
I had intended to leave for home as to-day, but have put off for a week or ten days as I have several opointments that has de- laled my departer.
Now I should very much like to meet you and have a talk and then I could tell you the amount of money wo have spent in the way of permant Improvement also the work we have done.

In these circumstances the landlord would have the burden of providing alternative Recommodation for sub-tenants and their families, The tenant could get rid of all his obligations merely by sub-letting to someone who might be a mere "listern"-ing to Mr. Rawlings jun. nominee, and might even re-sub-means-he was persuaded to in- le back to him when the in-vest £300 with him some mediate danger was over.
