NO SUBMARINES,

MR. KELLOGG FAVOURS

THEIR ABOLITION.

Mr. Kellogg has advised the Foreign Affairs Committee of the House of Representatives that the American Government is willing to sign a treaty with all the Powers in the world, prohibiting the use of submarines entirely.

Mr. Kellogg's views on the sub- ject of submarines are set forth in a letter to Mr. Porter, the chair-. man of the Committee, in response to a request, for a statement as to the attitude of the State Depart- ment Lowards a resolution intro- duced into the House of Represen- tatives by Mr. Frothingham, mem-. ber for Massachusetts, proposing to prohibit, the construction of submarinos.

The letter says that there is no objection to the resolution, provid- ed submarines are abolished, and their construction is prohibited, all over the world. It is impos- sible for one country to abolish submarines and leave any other country free to operate and, build them.-Reuter's American Serivce.
