KING FEISAL IN LONDON.
These great developments are not designed to serve the interests of the Straits Settlements mainly or exclusively. Singapore be- comes under them a pivotal point in the world scheme of Imperial defence. The Australian Domin long and India have at least as great an interest as the Straits. Sottlements in British power being predominant in the Pacific. When the establishment of a Naval Base at Singapore was proposed, local opinion recognised the Imperial necessity of the policy, but re- cognised also that it would be likely to detrnet from rather than to enhance the peaceful" security and commercial prosperity of the Settlements! Apart from the Base, Singapore might remain com- paratively prosperous and undis turbed while war raged elsewhere, but as a vast naval and military arsenal its "destruction would be the first objective of any Power or combination of Powers aiming at cenquest in the Pacific and Indian Oceans. Moreover it is the practically certain that as Naval Base scheme expands,, the Government of the Straits Settle- ments will be involved in increased expenditure and find itself under obligations to develop railway and road services and to undertake sanitary works on a more exten- sive and costly scale than the normal economic expansion of the Settlement of Singapore would. warrant. All these are changes which could not have been foreseen when the basis of the Colony's Military Contribution was settled, and it appears to the Committee that the constitute an ahanswerable claim to a reconsideration of that basis. The essential point of the original arrangement was that the Colony should contribute to "Local Defence," Le, to the provision of such Military forces as might be deemed necessary to safeguard life and property against internal dis turbance or casual external raids, and it never was intended" that the term "Local Defence" should be extended to cover à contribil-missed the summons. tion towards the defence of such Imperial property and interests as

The machine carries a Dennya pump which is capable of sending: out 380 gallons of water a minuto with a 60 lbs. pump-head pressure. A Slingsby ladder is also carried. This ladder is particularly strong but light. When folded, it is 15 feet in length, but it can be extend. ed to 26 feet. A crew of six can be carried.
A further experiment is being tried with regard to colouring. These machines will be painted white, because that colour is easier to see in the dark. If re painting is required, it can be done locally.
A trial run will be undertaken probably tomorrow when. It is ex- pected that the experiment will fully justify expectations.
