HOW A COMPANY SOLVED A PROBLEM.

VALUE OF CHINESE

Ever since the original North Borneo Provisional Association commenced its labours to secure a Royal Charter for the govern- ment of the territory the provision of labour has been one of the chief questions affecting the wel fare of the country. When the Charter was granted there was little or no native labour available and to proceed with development it was necessary to import the same, the Immigrants then con- sisting almost entirely of Chinese. Much was done by way of special agents being sent to China, Com- missions appointed and efforts in ather directions. Some were at- tracted Επ come voluntarily, but most had to be assisted. What the country has wanted throughout its career, which is now approaching half a century, has been labour even more than capital for its development.
