travelling expenses in addition to the $10,000 provided in the Estimates. It is explained that "the amount of $20,000 originally estimated by Director of Public Works as necessary for Transport and Travelling Expenses for this year, but this amount was reduced to $10,000 in the hope that with economy this might prove sufficient. The sum hay however proved insufficient and an excess of $4,000 It is estimated, will occur. A Supple- mentary Vote for this amount is "necordingly requested The above

is to be met from savings."

Cost of Fire Station.

The sum of $1,303. is requested under the heading of Public Works, Extraordinary, on account of the Fire Brigade Station building. The original estimate of cost w $1,450,000 and the total expendi- ture up to the end of 1926 had been $1,366,276. It is explained that "It was anticipated that all accounts. would have been submitted before the close of 1926 and therefore no provision was made in the 1927- Estimates. The amount now re- quired is for the balance of pay- ment due on "Lifts" installed in Now Fire Station, which were sup plied through Crown Agents in 1926. The account was received too late to be brought into the 1926 accounts. The above is to be met from savings.

Rainstorm Damage.

7

"The sum of $123,700 asked for under the heading of Public Works, Recurrent, to pay for typhoon and rainstorm damages in Hongkong in addition to the sum of $100,000 pro- vided for in the estimates. The sum is required to "meet the cost of making good the damage done by the typhoon of August 20th, and earlier heavy rains."

The sum of $64,000 is asked for similarly in respect of Kowloon, and it is explained that “a sum of only $10,000 was provided under this vote and the amount already expended on Typhoon and Rain- storm Damages is $9,400 leaving a balance of only $600. During the last few months (previous to the 20 of August, 1927 a large amount of damage was sustained in this District and in order to meet the situation it is estimated that a fur- ther sum of $63,762 will be requir- ed. The sum asked for above does not include any allowance for dam- age caused by the typhoon of 20th of August, (which will be the sub- ject of a further Message), :'

APPEAL BY CANTON MERCHANTS.

· [Continued · From Page 7.) though this has not been verified, the returning troops are to re- main in Canton for a short while only, and are then to be sent on to the many southern districts re- quiring troops.

The reasons advanced for this move is that these. soldiers nead rest, but with this comes "the statement that in the past this army has proved the reverse of trustworthy and therefore tlie Government are not anxious that they remain at Canton. This last statement comes, however, from the people, and probably is with- out foundation, especially when it is realized that this army, the 4th, is comprised entirely of Kwang- tung men.

With the resignation of Chiang' Kai-shek from the position of C. in C. of the Nationalist forces, comes the report that this office. is now to be done away with, and a new and similar title and office is to be given to the present C. in C. "Tsung Chi Tal" is the ap- pellation by which the new office is to be known, and so far as can be ascertained the C. in C. is to become a sort managing director of all Nationalist troops. What the exact difference is between the old and new official titles it is dif- ficult to define.

Tsui King-tong, a War Omee has, it is reported, proceeded to his native place, Tung Koon. This, Mr. Taui's home town, is a very convenient position for watching operations in the war areas of this district. Mr. Taui's family are also reported to have left with the army official,

Mr. Tsui was responsible re- cently for sending aoldiers to Wai- chow to check a "Red" advance and disarm the Nationalist's *op- ponents. Concerning 'this, orders are now issued stating that money must not be spared in the enter prise.

More Rumours of Default. Rumours are still prevalent re- garding defaults on the part of Government officials.

Last evening news, not verified, reached the writer that one gentle- man had ben imprisoned for de- Frauding the Government of $150,- 000.00. Another proposed project of the Government is the installing of a telephonic system between this city and Hongkong. On making inquiries last evening, from people intimately connected with this pro- posal, the writer gathered that there is very little hope of the pro- ject being put into action, the com- munity having received the news of an installation in the same man-
