The Colonial Secretary, replying to a question by the Hon. Mr. D. G. M. Bernard with reference to the shooting of dogs on the Peak, made it clear that the Government was determined that dog-owners should not imperil the lives of others by their disregard of the law. He said that orders will be given for the most rigorous en- forcement of the law with the view to the extermination here, as in other law-abiding countries, of the und 1.1 reported cases of Scourge of rabies and the danger į hydrophobia. That will have the effect of producing undoubtedly greater clearness and accuracy in the application and also in the order. When persons have to fil up a statutory form, with definite headings and calling for definite facts, there is much less danger of an order being made on vague or insufficient grounds.
The opportunity is also taken to make some minor improvement in the principal Ordinance. I beg to move the first reading of the Bill.
