TEXT OF SESSIONAL PAPER. Engine Surveyor, Ship Surveyor

In the Legislative Council yesterday reference was made to al sessional paper upon the subject of Hongkong Harbour and the recently revealed need for improvement of the administration in order to secure general recognition of the Hongkong Passenger Certlicate.

The following is the full text of the sessional paper referred to:

time as Mr. Wilton arrived in the Colony and had had opportunity of surveying those ships and of assuring the Board of Trade that their survey was in order. The Certificates then issued will be valid only for twelve months and as Mr. Wilton is only I herewith forward a letter address-lent to this Government for a period ed to me by Mr. Wilton, the Surveyor of six months, it will necessarily lent to this Government from the follow that at the expiration of twelve Consultative Branch of the Board of Trade, London, who arrived in the months, unless in the, interim steps are taken to ensure recognition, the Colony a short time ago for the pur- difficulties will start anew, pose of ascertaining what stops it will be necessary to take at this Port to ensure recognition by the Board of Trade of a Special Hongkong Pussen- ger Certificate, to have equivalent value all over the world with the Passenger Certificate issued by the authorities in the United Kingdom,

2. As you are aware this question of obtaining recognition has been under review for some years past, but no serious steps were taken until Janu- ary 1925 when a despatch No. 26 dated 17:1.25 was forwarded to the Secretary of State for the Colonies., Various minutes and despatches were written, but the matter did not come to a head until the owners of two ships (the s.s. "Changte" and "Tai- giny which were completing at the Hongkong and Whampoa Dockyard for the Hongkong-Australia trade) discovered that the present Hongkong Passenger Certificate cognised by the Australian authori- tjes; This being the case it would be necessary for those two ships,

A Suggestion,

$43,252

I would point out that it is sabi mitted that the initial pay of the Government Marine. Surveyor should be raised from 1725 to £750. This is suggested as should an Assistant Surveyor, the senior of either, the ship or engine branches, rise to his maximum of £700 he would draw $700 per month salary, plus $50 per month charge pay, totalling $750 per month, i. ., £25 per than the present initial salary of the Government Marine Surveyor. This proposed increase will have no effect until the post of Government Marino of the holder of this appointment is Surveyor falls vacant, as the salary
