The provisions of the Budget ars always kept secret until the 27- nouncement in the Council Cham- bor, but we imagine that there will be no new taxation proposed. AS was announced on Saturday, the Government intends to raise money for special purposes by means of a loan, and in the case of what has been spent up to date on the Shing Mun Valley scheme and the Kai Tack aerodrome the Colony's credit balance should benefit.
