A Franco-German duel seems to be developing at the Inter-Parlia- mentary Union conference.
Replying to Herr Loebe, M. Henri de Jouvenal declared that the military occupation of the Rhineland was the sole guarantee of the atability of eastern Europe, adding that when one had been an adversary so long It was better, to go slowly about knitting tios of friendship, rather than risk fresh ruptures.
