Tokyo, Aug. 22. Owing to the United

States Embassy receiving a number of letters of protest against the ex- ecution of Sacco and. Vanzetti, in- cluding one threatening a bomb outrage if the sentence, was car- ried out, ten police and six detec- tives were guarding the building during a demonstration Inst night.

The police stopped several speeches considered too vitriuli, and arrested 20, later arresting another ten who were proceeding to the Embassy with the intention of presenting a protest.

Scheme of Replacement. Mr. V. Sorby, of the Hongkong Electric Company, said that the life of these street service mains was 15 years, and although only eight years had elapsed since the Tung Street lines were installed, he accounted for the defects as being due to a former use of joints at this place. When these joints passed out. of use, a fresh coating of insulated material had been put on, which possibly might have not been suflicient.

He admitted that there was danger for workmen, like the de- ceased, from deteriorated lines where they were now placed, but stated that the present system of street service mains had proved unsatisfactory to the Company as a whole, and a scheme of re- placement was being carried out. He pointed out that the Company had spent $55,000 already on this scheme since the beginning of this year, and it would have to spend a further $45,000 for the remainder of the year, with the prospect of a further $100,000 next year on the work.

Regular Inspection Impracticable A system of regular inspection, in his opinion, was not practicable in view of the detailed work in- volving many thousands of lines. As it now was, each district was in the charge of an engineer, and in the maintenance service, this official had the assistance of a Portuguese overseer, a Chinese foremen and of course, the lines men. His experience with Chinese workmen was that they could not be depended on to carry out their work properly when left to them- selves,
