New York, Aug. 9. The New York Times says the Postal Telegraph and Cable sys- tem, which controls the Commer cial Pacific Cable Company, plans to establish a radio service beby tween the United States and the Philippines and China.

This will be the first time a telegraph and cable company has undertaken to operate a radio service, and will bring the Postal company into direct competition with the Radio Corporation of America and the Western Union.

The announcement came within a week after the Western Union had announced plans to enter the Pacific field with a cable to cost from $10,000,000 to $15,000,000.

It is estimated that the Postal radio system will cost less than $9,000,000, which would include stations at San Franciso, Hono- lulu and Manila.

The hook-up would be used for excess traffic not routed over the cable operated from San Fran cisco to Manila via Honolulu, Midway Island, and Guam.

Although the offices of Clarence W. Mackay, president of the Pos- tal, refused to comment on the repert, it was said in authorita- tive quarters that the plan was
