IRON AND STEEL PRODUCTION,

CHANGES IN GERMANY.

The iron and steel industry is one of those which have been most affected by the post-war economic changes. In the first place; tho basis of the key industry was com- pletely shifted by the Treaty of Versailles. Owing to that treaty, Germany lost 80% of her are production, 4.5% of her raw-iron, 36% of her ingot steel and 32% of her rolling-mill, production. The most difficult problem was how to replace the excessive loss of raw material. since the curtailment of the home basis rendered the fron and steel industry absolutely dependent upon foreign countrica for its supplies of ore. Whereas, at the close of the war, German iron-ore aggregated more thun 2,300 million tons, the cession of the Lorraine-Luxembourg ore- fields is estimated to have reduced Germany's resources of ore to, 470 million tons of poor quality, while France is now reckoned to have at her communil 10,000 million tons. As a consequence, Germany, to the severe detriment of her balance of trade, is obliged to import 11 million tons annually from abroad. From the few high-grade ore mines left to Germany only 2 million tons of raw iron are obtainable annual- ly, whereas, in 1913, 9.5 millions tons were smelted. Two thirds of the iron-ore now imported come from Sweden, and the remainder largely from Spain. Germany's dependence upon foreign countries for her ore supplies shows how ex tremely senseless it is to talk of German military schentes of arma ment, since any arrest of the ex- -ports to Germany would put a stop to the manufacture of war material; whereas France,

25

already stated, has enormous de- posits of ore at her disposal.

A further great alteration in the: conditions of the iron and steel industry is the substantial increase in the use of scrap-iron in the manufacture of steel. In, 1913, only 30% was employed; in 1925 the total was 17. This increas ed use of scrap is to be expinined mainly on technical grounds, but it is also in part due to the necessity for avoiding the expensive import-

ed foreign ore.
