Raging furiously for over an hour, a junk anchored in the Yau- mati Typhoon shelter, on which туда a cargo of kerosene, was practically burned to the water's edge on Saturday night when the spirit mysteriously caught alight: The boat's legal presence in the sheiter with langerous goods aboard resulted in the subsequent disappearance of the crew who abaconded Immediately after the outbreak.

MAGISTRATE DECIDES AGAINST DEPARTMENT.:

Holding that the Public Worka Department had no authority to impose the fine and that an or-1 der for the removal of the offend-1 ing pipe-lines could not be granted in an application made under the circumstances, Mr R. E. Lindscil on Saturday morning disposed of the case in which Mr. Li Tee-fong- was summoned for encroachment. on Crown land, when he laid a system of water intake and flush- water pipes near a nullah at Mount Davis, without authoriza tion from the Department.

The "defence contended that authorization was implied firstly by personal knowledge and ap proval of the scheme by a member of the P.W.D., and, secondly. by the long dialay which was allowed to ensue before action was taken.
