The contention that the United States cannot constitutionally grant independence to the Philippines is a.challenge to the authority of Congress which body has promised this boon to the Filipino people upon the establishment of a stable government here."

In rejecting the South African Government's Bill for the control of the diamond industry the Senate has not shown disapproval of the Bill as a whole, but only of certain confiscatory clauses which smack of Socialism.
It is, indeed, universally re- cognised that if the price of dia- monds is to be maintained the supply must be regulated. The recent discovery of new diamond fields and alluvial deposits indi- cates clearly that the output of these precious stones could readily be increased to such an extent that. the price might be seriously af- fected. It is to the interest of everybody concerned, from the South African Government, which makes about £2,000,000 a year out of its diamond royalties, to the private owner who has paid high prices in the past, to see the in- dustry put upon sound footing.
