FRENCH FUEL SITUATION.

The French Government appears to be afraid of its own plan for creating a State monopoly of the importation and sale of petrol. A law should have gone into effect 'in March whereby the State or some company under the "direct control of the State, should have had the exclusive right to import petrol in- to France. It has been declared that the time is not opportune for auch a measure, and, as a con- sequence the Government will ask Parliament to postpone the applica- tion of the monopoly until April 1, 1920.

In all probability the matter will be definitely shelved, for the capital necessary for such an enterprise will not be readily forthcoming, and the Government does not possess any of the machinery necus- sary for the distribution and sa of petrol throughout France. At the present time half a dozen im- prtant groups, mostly English or American, import petrol into Frafee under Government licences, one of the obligations they have to full being the maintenance of ad- equate stocks at certain points as a guarantee against shortage in war. A move of great importance haa just been made towards the produc- tion of motor fuel from coal by the formation of a very powerful gom- pany combining practically the whole of the mine owners in the Pas-de-Calais, the North, Sarre, and Moselle mining regions.

This company, with a capital of five million franes, which can be increased to 25 millions at the de- cision of the conncil, has for its object the chemical treatment of coat and lignite and their solid, liquid, and gaseous derivatives to produce synthetic petrol. The pre- sident of the company is the gener al manager of the Mines de Lens, and the board of directors com- prises the managers of practically all the well-known mines in France. While these important schemes are being developed, French inotor- ists are growing mole and more dissatisfied at the price they .are having to pay for petrol and at the way they are being treated, by thei foreign-controlled panies.

A short time ago there were im- portant reductions; prices being brought down practically to the level of those prevailing in Eng- larid. It appears, however, that this was merely the outcome of competition between the various importers, and an understanding having been reached, substantial Increases were imposed on two occasions. There has recently been a trifling reduction of 10 centimes per litre-announced as an imoprt- aut concession to the public-but even with this the retail price in France is nearly 50 per cent higher than in England.
