CURIOUS ENIGMA SHOWN.
A state of affairs has been dis- closed here in connexion with the opium question that demands im- mediate investigation, writes the Bangkok correspondent of the Straits Times. Šiam is a sigau- tory to the Opium Agreement of 1925 signed at Geneva; and under it she binds herself to suppress the trade in opium at the earliest possible moment.
Slam bus ratified the Agreement, but she has not done so without reservation. She has made a re servation with regard to the safe of dross. The League of Nations is not at all favourably inclined to the sale of dross, and aims at it complete suppression at this stage. But the case presented by Siam Is on the face of it conte with plausibility. Hitherto dross has been consumed by the poorer addicts. They have not been able to purchase the "opium, and have has to have recourse to the drogs.

There will be about one thousand chairs dotted about under the trees and palms, so that those who desire to promenade or view the gardens, will not be penalised by losing their scats, but will be able to find plenty of chairs in whichever particular part of the garden they favour.
