The five Powers-Britain, America, France, Japan and Italy have decided that a force of 16,000 is required to protect (foreign lives and property at Peking and Tientsin, and it is thought that onch, of the four major Protocol Powers (Britain, America, France and Japan) will have the equivalent of one brigade in this area.
It is pointed out that these and other precautionary measures are based on the assumption that a collapse of the Northern forces is possible. There has been nothing so far to warrant alarm but, in view of what happened at Nanking, and of the general hostility towards foreigners along the Yangtze, it is considered imperative to take ample precautions.
Japanese reinforcements have already been landed at Tsing- tau, and a message from Washington states that in anticipation of an increase in disturbances in North China,, a plan has been evolved for removing the American Legnition at Peking to some- where nearer the coust.
