AGITATOR DEPORTED FROM INDORE.

Tore, April 14-The following is the full text of the order passed by the Indore States. In connexion with the deportation of Dr. Kit- chlew.

"From the inquiries made as re- gards the antecedents of Dr. Kitch- lew, it has been found that he is a violent agitator, and has been in jall twice, and his activities have often resulted in some sort of disturbance. After the riots in February last, Dr. Kitchlew viaft- ed Indore twice and applied for enrolment as a High Court Vakil. During the time he has been here Government has good reason to believe that he luus encouraged the eirculation of mischievous idens and false statements and tried to promote feelings of enmity be- tween Hindus and Mahomedans to defy, authority and. to break the law,

External Influences.

"In this State the relations be- tween Hindus and Mahomedans have always been cordial, and even the recent troubles have not affected the old and respectable members of the two eommunities.. However, Government is aware that external influences have been ut work for sene time, past among both communities, and attempts have been systematically though chandestinely made to cause frie- tion between 41 em, and recently te increase the tension. It is easy for fanaties and ignorant people to be misled by agilators and mis- chivus propagandists, and it is the duty of Government to protect its subiects from such influences as are a source of constant danger. and come in the way of the main- tenance of peace and order, and the restoration of communal' friendship and harmony.

Subversive Propaganda.

"Dr. Kitchlew.and some others have been earrying on a pro- paganda of this subversive kind; and for this reason he cannot be considered fit person to be en- rolled as a vakil of the High Court. For the same reason he is ordered to leave the State it once and not to return to it without the per- mission of the Government. He is ordered to leave at such hour and from such place and in auch diree- tion as the offileer, who serves this order on him, direct."

In conformity with this ofder Dr. Kitchiew and his servant were motored to Palia Station about 9 miles north of indore from whence for Amritar, they will entrain their head-quarters. Before he left Dr. Kitchlew asked Mr. Juma- luddin, Secretary Anjuman Islam, to tell the Musalman brethren not to lose heart, but to continue to work with courage and determina- tion an constitutional lines for the Helpless accused.

Steps are being taken to direct the attention of the Chancellor of the Exchequer to the growth of a wine-mamifacturing industry in Great Britain.

Some aspects of the development of this type of business are crus- ing great concern to reputable and old-established houses of wine- producers and distributors, who are proparing to impress on the Govern, ment the necessity of either sub- jecting the British so-called wines to tax-in which case they would certainly disappear from the mar- ket-or providing a label approved by the Board of Trade which would be placed on bottles of imported. wine to guarantee its genuineness.

The operations of a number of British wine-making firms whose products. have begun to be sold very extensively, particularly in indus- trial districts, are to be discussed at a special meeting the Champagne Association this week with a view not only to impressing the Govern- ment with the need for action in the public interest but also to institut- ing legal proceedings in respect of the methods of some of the manu- facturers in describing and labell- ing the wines.

Large premises have been ac- quired by the firms concerned in ard around Lordion, and the man- facture is usually carried on in underground cellara.. In some cases what might be bought by the public as champagne or one of the allied sparkling wines is made, from concentrated grape juice or dried grapes brought from France, and analysis has shown others of the wines to be prepared also with vangeberry and rhubarb juice. Io every case the wine is aerated by namning carbonic acid gas into the hottles.

A product which resembles port wine but is never actually described as such, although ingenious imita- tion terms are employed, is also being made on an extensive scale in London, for anle specially in work- ing-class districts of large towns.

For what might be taken to be real champagne or sparkling wines the bottles are adorned with clever inbels which do not state that the contents were made in Britain, but convey the suggestion that they are the genuine produce of France.
