by Miss Margaret Bondfield and other members on her success in obtaining a second reading with- 'out a division..
Registration was recommended some time ago by a Government committee which investigated the matter, and Mr. Hurst (U., Moss Side. Manchester), among others, complained of the existence of hundreds of institutions with no qualified nurses on the staff which it is a mockery to call nursing homes. These bogus institutions, it seemed, enter specially for old and infirm people, who are in-. veigled into them and scandalous- ly treated.
No Legal Significance.
At present the expensive nur:- ing home has no legal significance, and the public are persuaded to enter these institutions where the treatment giver is worse than use- less.
One condition or registration laid down in the Bill is that all homes should be adequately staff- ed and that the superintendent, at least, should be a qualified nurse.
The Undersigned have received instructions to sell by Public Auc-Sir D.-Newton, seconded by Mr.. tion,

Mr. Johnaton (Lab., Dundee) re- gretted that the Bill did not apply to Scotland. The tendency to- wards centralisation was to be deplored. There would be a large measure of sup- port for maintaining as full a municipal control as possible.
