MEASURES.

The feature of much interesting Chinese news to-day, is that an appeal has been made to the leading foreign business men at Hankow by Mr.-Eugene Cher, stressing the necessity for the resump- tion of business. A notice has been issued by the Nationalist Givern ment there stating that it cannot guarantee the intergrity of foreign premises at Hankow which have been vacated by their owners.

There is a growing shortage of coal and rice at Hankow, and all stocks are being commandeered and rationed. There is a growing air of uneasiness owing to reports of a resumption of the Fengtien attack, and the exodus of Chinese is growing.

Taking advantage of the Kuomintang dissensions, the Northern commanders have decided to lunch an offensive against Wahan.

Regarding the Nanking Note, it is reported from Washington that the Cantunose reply is still being considered, and that there has so far been no proposal from other Powers regarding a second joint

Note to Hankow.

In the course of a very outspoken declaration on Britain's policy in China, Mr. J. O. P. Bland has stated that the attitude of patience and conciliation in China had invariably led to war. He thinks the Hankow agreement should be abrogated, "or worse things will follow.
