A novel suggestion is made by correspondent to one of the foreign newspapers who outlines a method to deal with the inveterate earfow breakers. After pointing out that in these troublous. times it is inconsiderate on the part of curfew breakers to give the troops and volunteers extra work, he sug- gests that curfew breakers, when arrested should pay a fine of one dollar.
