The Note recalls the terms of the Agreement and also that Mr. Kamsay MacDonald had occasion in 1924 to warn the Soviet that no Government could tolerate an arrangement whereby propagandists connected with tho. Russian Government encouraged and ordered its subjects to plot and plan revolutions for the overthrow of Britain. The Note says that anti-British propaganda has continued anabated and that even the leaders of the Soviet Government have displayed open hostility in some of their recent speeches. These are all textually cited in Appendices to the Note, as are extracts from the official Soviet press.
