Mr. Eugene Chen has informed Mr. O'Malley that the Nation- alist Government is prepared to discuss the British proposals, provided the terms relating to the Concessions, International Settlements and other matters of an exceptional character are not discussed with other Chinese authorities who cannot represent Nationalist Chim."

This statement was made in reply to an official British announce- ment that a large part of what the Nationalists desired would be conceded when, a satisfactory settlement was reached in respect of the Concessions at Hankow and Kiukiang and when assurances were given that the Nationalists would not countenance any alteration, except by negolintion, of the status of British Concessions and International Settlements.
