The most important. news over the Chinese New Year holiday has been that the Nationalist Government at Hankow has broken off the negotiations with Mr. O'Malley.

This "bombshell" was dropped in Hankow on Tuesday and took the form of an cffcial and formal communication from Mr. Eugene Chen to Mr. O'Malley, in which it was stated, it length, that no agreement could be signed when British forces were concentrating at Shanghai.

In Mr. Cher's statement, the gathering of British forces at Shanghai is characterised as being not only provocative but tanta-. mount to an "act of eocrelon?

There has been an important British Cabinet meeting, and Mr. O'Malley is now at Hankow awaiting further instructions. There is workwide regret expressed at the breakdown, but it is significant that Baron Shidcharn, on behalf of Japan, says that the concentra tion of British forces. nt Shanghal is "natural precautionary mesure."
