COMMUNICATION.

ANTI-A.P.C. AGITATIONS.

The most interesting news to hand to-day regarding the China crisis is that there is great Russian military activity, according to a Reuter's telegram from Warsaw, which says that news from Moscow speaks of regiments, standing by and Siberian garrisons being already on their way to Kalgan. There is said to be con- stant secret communication between Canton and Moscow..

The departure of troops from London and India is reported and there has been remarkable celerity in despatching, the convoy: of transports from England.

News from the Yangtaze zone indicates extensive agitation against the A. P. C. throughout China, and in some instances agaitntora are demanding, heavy fines from Chinese Agents for being in British employ, under penalty of destruction of all tanks

and stocks.

PROTECTION OF RIGHTS.

A fuller summary, of the declar. tion of America's policy, towards China, made by Mr. Kellogg, the Secretary of State, indicates that, the United States is prepared to negotiate a new treaty with China, if China can agree to the appointment of delegates represent- ing the Chinese authorities or the people."

Meanwhile, all existing treaties must remain in force until superseded by new agreements ratified by the American Senate.

The declaration re-assorts America's fundamental duty to afford protection to American life and property.
