CHECK ON FRAUDULENT TRADERS,

When the President of the Board of Trade, Sir P. Cunliffe-Lister moved the second randing of the Sale of Food (Weights and Mea aures) Bill recently, he announced an important change in the Men- sure which is not likely to please the housewife.

Tho' Bill, which embodies res commendations made mahny months ago by the Food Council, prescribed in its original form that a number of the principal articles of food shall be sold by nut weight only, but the Govern ment now propose to altor it to? enable the trader to include the weight of the wrapper In the case. of many foodstuffs that'ure usuale. ly weighed direct into paper can tainers. The purchaser, there fore, will still have to pay for the bag.

This is one of the results of the introduction of spring scales," since, as the President explained, while it would have been possible. in the old type of balance scales, to put another Bag in the weight pan as an allowance, no such coun- ter weight is possible in the 'casa of the spring instruments.

The weight of the bag is, how- ever, to be limited to 2% to 4 drams of paper për lb. A dram is one-sixteenth of an ounce, so that' the purchaser of sugar, for instance, will get roughly a quarter of an ounce of paper with every pound..

Weight Tickets With Mcat.

Tea, coffee, cocoa, chocolate, and potatoes are to be sold strict ly by net weight, no allowance for wrapping being permitted.

Pre-packed articles of any of tho foods mentioned above are to bear) on the wrapper à statement of the pet weight at the time of packing or importation, whichever is the later.

Retail butchers may not sell meat except by net weight, and a statement of the net weight must accompany it when delivered at the purchasers' house.

Drainage or evaporation may, however, be successfully pleaded as an excuse for short weight, pro- vided a butcher also proves that he took die care and precaution to prevent lous by such means.

Bread, other than fancy bread, must be sold by net weight only,

Short Weight Rampant.

In commending the Bill, Sir P.. Cunliffe-Lister said that there was: an enormous amount of evidence from all over the country that tho public needed further protection: from fraudulent traders. In Glasgow, out of 23,000 tests made there were 3,600 cages of short weight, and in the Metropolitan district of Essex 45 out of 68 samples of milk tested were found to be deficient

He regretted that there were in superable. difficulties in the way: of extending the application of the Bill generally to wholesale trad ers, but articles propacked by the wholesaler were not to be exclud- ed..

"Dishonest" Traders.

For the Socialfate, Mr. Sidney Webb (Seaham) gave the Bill off- cfal support in principle.

Mr. George. Harvey (C. Lam- both) complained that the Bil really proclaimed that retail gro cera and butchora were diakonest- and required policing.
