1 In the early days of the Praya East reclamation scheme, before An unexpected phock was enzountered in the solid mass of rock of which Morrison Hill largely composed, one found that much optimism prevailed and hopes were strong regarding the completion of the pig task of removing the hill well within the. period of years, allowed to the contractor. lmost passed, and whit is left of Morrison Hill, after much of the earth has been removed, presents seemingly unsurmountable difli- culties through the presence of so much hitherto undotected rock. The result was that the contractor for a long time engaged in a raer against time on a three-million dollar contract. The Government concussion of an extension of time and the employment of night- shifts of workmen notwithstand- ing, it must have come as a great relief to him when it was recently decided that it was not necessary" to remove the whole hill, but to letve some of it for the new, site för Queen's College.

Of late, rock-drilling, 'shovelling And blasting opérations have been carried out on an extensive sonia, and although much rock and goil have been removed, there is still a dend of work to be accomplished. before the Collegy site can be made available. Happily the Praya East reclamation is almost i completed, as enough earth bas been secured from the "southern Inee of the hill to meet require- ments; and it may not be long before the reclamation is made independent of further supplies from the hill. „Already, the re- clamation line has been extended both, ways to about the limits of the proposed boundaries. On the seast it ends where a dock-busin is being contemplated for the Jardine interests and, on the west the line han made a sweeping curve inland to join up with the contour of the Naval Yard. There are now only about sixty-feet of water inter- vening and when this hus been filled in, Wanchai Bay will disappear. All day und up to a late hour at night, with arc lights Haring, little locomotives are now taking their loads from the Valley to accomplish this pur-

pose.

The construction of the seawall is also well under way, and this has been completed on the stretch between Percival Street,and Heard Street. It has been found expedi ent to secure much material for this part of the work from the granite quarries at Cheungaha- win, and its transportation by sea interferes very little with the filling-in work. In any case, the rock from Morrison Hill is so dis- integrated and deteriorated that it has little use, as building stone.

Lately, a new locomotive line has been added to the one running through Bowrington Canal, and work is being carried on by night shifts in a big effort to expedite the completion of the reclamation Achenie. As to Morrison Hill. it will still take some time before the height is reduced to the elova- tion of 95 feet which has now been decided on by the authorities.

At the new Trade Union College shortly to be opened in Chicago, I read that the teaching of "charm" is to have a place in the curricu- lum. I am yery glad to know this, for have noticed with regret the almost total absence of charm from our own Trade Unions, and

it is gratifying to know that Chica- go, which might rightfully be de- scribed as the "spiritual home” of“ "charm,, has also recognised this deficiency, and taken a practical stop to remedy it.

The only thing that worried me is that charm is a very subtle and" clusive attribute to define, and what may be charm in one person may easily prove to be repulsfon in another. Decimal Dotting.

The manufacture of dots for re- earring decimala is a highly tech- nical branch of the iron foundry trade, and is only carried but by men, who, in addition to being skilled craftsmen, possess a sound. knowledge of applied arithmetic. The dots are, in the first place, east about the size of a soda mint tablet, and are then transferred to 'electrically driven turning-lathes, so exquisitely adjusted that they can remove a shaving of iron so thin that it requires two men to see it. Every dot on leaving the lathe is carefully tested, onin, standard gauge, so that it. may be of the exact size to cause a deci mal regularly to recur.

Should they successfully emerge from the guage-test, they are pass-. ed to the practical testing room, where each dot is apposed over a series of figures and the order of recurrence carefully checked by

an ex-Senior Wrangler. Finally, the perfect dots are polished with diamond dust, packed in cotton- wool, and desputched to the Sec- retary of the Decimal Association, who, after 'examination, stamps them with the Association's india- rabber stamp-the hallmark which, indientes to the entire decimal world the genuineness and re- liability of this humble yet most important, mathematical sign.
