"Personally I would not like to walk anywhere near that part of Nathan Road," said Mr. J. H. B. Sergeant Hargreaves, who ap peared as complainant, anid he was standing outside the Tin Nan Temple, In Temple Street, which rung parallel to Nathan Road, when a piece of stone dropped on a hawker's stall. On going to the" acene of the blasting, Sergeant Hargreaves found two contractors at work. One of them was using dynamite, while the defendant was blasting with black powder, which co Jed the sergeant to arrest the de- fendant,

Examining the stone which was produced, his Worship said that there was no doubt that black powder was used to blast that particular piece of stone.

The defendant said there were six different contractors, some of whom also used black powder. He had always been very careful.

His Worship (to Sergeant Har- greaves) --This looks as if it is going to be rather difficult to prove..

BONDS OF EMPIRE.

L'ORD BALFOUR'S OPTIMISM.

Rugby, Dec. 8. The matter of the, decisions of the Imperial Conference regarding inter-Imperial relations was raised by Lord Parmoor, (Labour), in the House of Lords,

Lord Balfour, replying, said his own personal view was that the relations of the Dominions and this country must necessarily be thos"". of equality. Free States could not be conceived as one, above an other. One might have more re; sponsibility than another and onë I might be in more danger than an other, but all were on an equality. That was the very essence of the British Empire: The broad prin ciples stood that no control was exercised by a single one of tho; -governing parts of the Empire over any other part. From this equality, some foreigners were dis- posed to think that we were bound to separata in a short time. HIS own view was precisely the com trary. He held strongly that the British Empire was now a moro. 'united organism than ever before, That organism, was held together far more effectively by broad loy ́alites" and common feelings of in- tereat and devotion' and ideals of peace and freedom. Those were the bonds of the Empire and if they were not enough then nothing else would be enough. There could not, of course,' be equality of functions, within the Empire. That must depend on the circum- stances of the moment, and for many years to come the main bur don of defence must fall upon this country. For perhaps an indefinite pariod to come the leading part in the conduct of foreign affairs must also fall upon this country.
