Describing the Extra-teritoriality Commision's report as one of the most important documents relating to China since the Washington Conference, the New York Times points out that the roport recom- mendations will probably be reject ed by the Chinese dospite the signature of Wang Chun-hui. "So that even if the report be accepted. so chaotic a Government has China that nothing can be done to fulfil the Chinese side of the bargain. Yet It is very valuable in recording an unimpeachable statement on the present conditions in China, and Indicating the polley the Powers are willing to pursue ao soon as China has set her house in order." The Herald Tribune says the solution must come from within.

The World urges concessions by both sides in order to allay anti- foreign scntiment "What the report wants to give it weight in China is prompt action by the Powers in following their delegates', sugges- tion.
