Protest As Yet Ineffective. Protest has been filed on his be- half, but according to information. available at the State Department, he is still in the French Army. The department declared that all it could do was to enter vigorous protest which in most instances is ineffective. The department stated that France was not the only nation that refused to re- cognise naturalisation in other . Before lands of its nationals. the war, Germany was particular- ly vigilant in watching for its na tionale.
So general has the policy of filing protests in these cases be- come, the department explained, that American Embassies have been authorised to file them la the name of the United States Government and then to report the matter to Washington. The de- partment in a publication entitled "Notice to Bearers of Passports," has issued a warning to naturalls- ed Americans travelling abroad concerning the difficulties they might encounter. The instruc tions read::
"While this Government objects. to the punishment of naturalised Americans by fines, forced military service or imprisonment for any
servico. unperformed military which accrued after the entry of the naturalised citizen into the United States, it can give no 28-: surance that any objections which it makes will result in a remis- slon or release.
Warning to Tourists. "Naturalised citizens of the United States who come from countries with the governments of which the United States has not concluded naturalisation treatles should, before, visiting such coun tries, consider the advisability of enquiring of the appropriate authorities thereof whether they will be immune from molestation. in such countries, under the mill- tary service or other laws. The Department of States does not act as intermediary in such enquiries." The department explained that it was advised that native-born.
