Nihill consented to re- opon a case which ho dimissed “CITY OF CAIRO" same time ago in respect of the master of a Chinese druggist shop, who was charged with selling to Sanitary Inspection Elliot, mustard which was not of the standard and substanec required by the pur- chaser.

The case originally came before the Kowloon Magistrate on Sep- tember 24, when the defendant was acquitted on a charge of selling adulterated mustard, ontho grounds that persons obtaining mastard from druggists' shops pur- chased such commodity for its medicinal value and would not be prejudiced if they obtained a mix- ture of mustard and some other $1,275.00 substance, oudon Sq

Mr. Whyte-Smith called Dr. Yu. Pak-tong, Chinese medical officer of the Tung Wak Hospital. Witness said that be had been with the hos pital for five yeare and prior to that time he had been practice In Canton for 10 years. He was not biolifled in Western medicine,

Dr. Yu said that he was aware mustard was used for medicinal" purposes, both internally and ex- ternally. He was unable to state whether it was usual for the Chinese druggist to mix mustard with another substance. He was. of the opinion, however, that mixture would reduce the strength of the mustard, whereas full strength would be required by the

If he purchased mustard and found that it contained 25 to 80 per cent. starchy substance, wit ness said that he would not con- sider it to be proper mustard and if he had found out prior to ac- cepting it from the shop, he would refuse to take it

Full Strength Required. Witness would naturally require the mustard to be full strength If he wanted to purchase any. Wit ness had never heard of Chinese druggists mixing mustard with Bome other commodity.

If witness had been given mus- tard mixed with something else he would consider that he had been defrauded.

M been at the Tang Wah Hospital, he had prescribed mustard for internal. and external uses. For the form- er purpose, the mustard seed was boiled with other medicines while the powder was used for external cures.

Mixed With Starch. W Replying to further questions. witness said that it was possible the mustard used by Chinese women as a hair wash was adul- terated. Sometimes starch was mixed by the doctor using the mus tard to make it adhere to the sore,

In: answer to his Worship, wit ness said it would be convenient if mustard was purchased with littlo starch as I would save, the doctor the trouble of mixing it himself,

Dr. G. W. Pope, M. O. H, said. that he had seen mustard used as a medicine and agreed with Dr. Yu that it had to-be-pure-mustard when purchased from the 'druggièt. Witness said that supposing a dit- tle starch was necessary to make the plaster stick, only about 5 per cont. would be used.

Cross oxamined by Mr. d'Almada, witness said that he had never re- ceived any complainte regarding the mustard sold by the Chinese. druggists. Witness agreed with Mr. d'Almada, that there was holoc tual statutory standard for mus- tard as there was for milk, but he inferred from the Ordinance that as it was not specifically stated it was to be taken that the standard had to be 100 per cent
