COAL NEGOTIATIONS.
EXECUTIVE MEETS.
Rugby, Nov. 8.
The Miners' Executive met this morning to consider proposals for tho settlement of the coal, dispute on a basis of district agreements. These proposals were Grafted by the Government after conversa- tions with both parties on Satur day. They are set out in a series of national principles to be em- bodied in district agreements..
In submitting their conditional offer to accept the district agree, ments, the minors laid down de- mands for, firstly, Д national minimum percentage, secondly a district subsistence wage, thirdly a common method, of ascertain- ment of proceeds with a common ratio of division between wages and profits, and fourthly some form of national co-operating machinery. The Government put theae suggestions before the coal- owners in a more definite form designed to replace the national co-ordinating body, by safeguard- ing more closely the observance of national principles by the districts without recourse to arbitration or a national body set up by legisla- tion.
The owners. It is stated, havé, falion in with the Government's proposals to the extent of agreeing to ask their district associations to revise their terms, and reframe them on a common plan in any district agreements "that may be negotiated. The Government's pre- sent idea appears to be that when it is obtained from the owners the promise will, if pasked on in the miners with the full responsibility of the Govern- ment behind it constitute a suf- ficient guarantee for the miners: that they will be treated fairly.
The success of the new plan to achieve > settlement depends mainly on the attitude adopted by the Miners' Executive at this morning's meeting. The result will be communiented to the Go vernment this afternoon.-British Wireless.

Owners' Amendments.
London, Nov. 8. The negotiations for a coal set- tlement reached a critical stage to- day, when the Miners' Executive met in London to consider a docu- ment handed to them by the Goy- ernment, embracing, modifications and amendments suggested by the owners to the miners' proposals.
The issues involved at the end of last week have been consider- ably narrowed, and apparently there is only one big outstanding difficulty, namely the question of devising some method or machin- ery for meeting the miners' de mands that a district settlement on hours and wages be subject to national co-ordination and review. The owners still claim district autonomy and freedom, but the miners want a national tribunal or appeal body, empowered to con- sider any points arising cut of the terms offered to the districts..
Government Concern.
The Government is anxious to secure a negotinted settlement, "and it is still hoped that arrange- ments satisfactory to both sides will be obtainable without resort- Ing to the establishment of an appeal tribunal' by legislation.
