TO-DAY'S IMPORTANT BUDGET DEBATE.

THE INCREASE IN HOSPITAL RATES QUESTIONED.

PLEA FOR

BRINGING SHING-MUN WATER ACROSS THE HARBOUR.

FULL SPEECHES OF UNOFFICIALS.

The water supply question figured largely in the speeches by Unofficial Members of the Legislative Council during the debate on the Budget this afternoon. The occasion was the second reading of the Bill authorising an expenditure of $17,741,543 for the coming year.

The necessity of proceeding with that part of the Shing Mun Valley' scheme providing for bringing water aeross the harbour was stressed, the Hon. Mr. Bird expressing the view that it was a mistake for the Governor to look for an independent supply on the island.

وم

Sir Henry Pollock expressed the Unofficial Members' objections to rebuilding the Government Civil Hospital on its present site, urging that it be located on Morrison Hill. The reasons why medical practitioners desired an increase in the hospital rates were also asked for.

"A protest was also entered against payment of Military Con- tribution on the expenditure of more than a million dollars required to make good hood damages, the system being described as one whereby the "Home Exchequer benefited from the Colony's misfor- tunes..

Several other matters were dealt with, including the assessment of properties at a higher figure than warranted by rentals; the Government policy in regard to building covenants; the "squeeze" indulged in by Chinese searchers on the wharves; and the question of adequate transport facilities in Kowloon.

The Hon. Sir Henry Pollock, K.C., sent Hospital accommodation for addressing the Council, sald Chinese in the Central and Western Your Excellency,-As the spokes districts, namely, the Tung: Wa man of the Unofficial Members of Hospital. the Alice Memorial and remarks to make upon the Estim this Council, I have the following

BATHING FACILITIES.

We regret to find that the Es- timates for 1027 contain no provi- sion for the tnrrying out of the recommendations of the Bathing Benchce Committee,, and we trust that the words "the report involves considerable investigation" are not nicant to imply that the 'Govern- ment contemplates shelving the re- commendations of that Committee.

We should like to know whether the Sanitary Board recomienda-. tions in respect of increased bath- ing accommodation for the working classes are to be carried out, and, if not, why not. Ample bathing accommodation for working, men seems to ua very desirable.
