Commenting on the manifesto Issued by banking and business experts of Bfteen European coun tries and the United States, Zavour- Ing the removal of existing, restric- tions in European trade, the Times says, "Clearly very little can be done about tariff barriers until the monetary' stabilization of Europe is completed, by the restric tion of financial equilibrium In France Italy, Belgium and one or two other countries. When that is done, the International Econ omic Conference to be convened under the auspices of the League of Nations may be able to deal effce- tively with problema raised by the oxedesive, height and frequéncy, and perplexing instability, of many of the tariff barriers that now Impede European trade. The manifesto should certainly stimu- late preliminary discussion of these matters-British Wireless.
