CHINA'S PROBLEM.
STUDENTS KEY TO SITUATION.
The big question mark in the mind of the Chinese scholar class is the real factor behind, the chaos. of China to-day, said the Right Re vorend Bishop Logan H. Roots, of Hankow, in addressing the Amori- can Chamber of Commerce at" Manila last week.
CHANGE IN SCHOLAR· MIND
L
His address opened with remarks on the "exceedingly trying ordeal” of war which he palated in super- lative degrees of horribleness, costly in lives of men, women' and children. However, he said he' wished to talk not so much about the war as that only was inciden- tal. He referred to the change la the minds of the scholars of China aa the fundamental thing behind the sad plight of the country, He spako at some length of the for- mer status of the Chinese scholar;" an individual who acquired his learning by studying the classics, studying not in schools or classes but in seclusion. This form of study he said resulted in the fact that there was no group psycho- logy, no public sentiment among the scholars.
Then he talked of the place Chinese scholars gave, to past. achievements,, mentioning the fact that thought was directed wholly toward the past, the scholars, not so much as questioning the classics 'or 'dreaming' that the brillinney of the past might be equalled or sur- passed by the present or future. This he said was fatal.
Then he mentioned the change which has taken place within the last 25 or 30 years, the change which has brought about a condi-, tion under which the schools of to-day do dare to question things of the past and to look, toto the future. Reference was made to the fact that present day scholars language that

Now that China has broken from her isolation, he said, stü- dents are studying in school, and are developing public, opinion.
"The new scholar is reading.. everything," he said. "No thought is forbidden. This is what makes China radical, probably the most dangerously radical element of mankind to-day."
The speaker paid high tribute to the Chinese scholar, who he said is equal in natural endowment to any in the world.
CHINA DISILLUSIONED. Bishop Roots said that before the world war China was prepar- ing to adopt the most modern government, feeling that the West- ern nations had perfected the best government there was. Then came the war to give China a new view. of the governments involved there- IIo referred to that view as coloured.

Then he referred to the Russian influence in China, speaking first of the geographical contact of the two countries. He said it was natural that two countries with 'a common border for more than 2,000- miles should influence each other. He pointed out that when, China was in an uncertain 'stage, when, following the breaking away from isolation and turning from the past to the future, the world war ·
